Moreq 2 as a vehicle for best practice in records management: establishing a solid platform for future collaboration

At the beginning of the session, Marc Fresko made a distinction between the past and the future of Moreq 2. About the past, Jef Schram from the European Commission wrote “Moreq 2: development of a European standard” in which the author describes the history of Moreq, DLM Forum and the European Commission, and Moreq Governance. DLM Forum website is also a rich source of information about the topic.

But before moving to the future, Marc Fresko emphasized some ideas that must be highlighted. First, Marc made clear that Moreq 2 is a specification for the management of live records, not archival materials. Moreover, Marc stated that for the management of records there are, at least, 25 specifications in the world. However, only Moreq 2 and the ICA Principles and Functional Requirements for Records in Electronic Office Environments have a wider scope (international and cross-domain). ICA’s specification and Moreq 2 are both similar in many ways, although the latter is a de facto standard, is more detailed than the ICA specification, and has been tested. Moreq 2 is supported by a Governance Framework that includes a website, MGB (Moreq Governance Board), a testing programme, brand protection, roadmap, maintenance, translations and quality of chapter zero.

John de Garde, Mr. “Super Moreq”, pointed to the future by showing Moreq’s roadmap. The next generation of Moreq family is Moreq 2010. The idea is to make Moreq more modular, scalable, and flexible. In 2012, Moreq should be able to be applied at a disciplinary level, turning into more “customisable” to specific industry solutions.

Moreq 2010 Work Programme is very consultative. Consultation will include the DLM Community and special interest groups and is divided in two phases: conceptual collaboration from May/June 2010 that consists of gathering ideas that may be incorporated into the standard, and requirement collaboration in September 2010 that refers to the document itself and feedback from people. Furthermore, it is important to match Moreq 2 with two internationally recognized specifications for records, US DoD 5015.2 Electronic Records Management Software Applications Design Criteria Standard and ICA Principles and Functional Requirements for Records in Electronic Office Environments, as well as industry standards (hospital, e-mail archive, etc.). So, how to start? The keyword is collaboration. It could be useful for the DLM Forum and the ICA to examine possible collaboration on standards development for the management of electronic records.

The next DLM Forum and AGM meeting will take place at Madrid between the 25th and 26th of May, 2010. Those interested are invited to participate in Moreq 2 as a special group, or in the future through the collaboration in sub-committees, working parties, projects, and a roadmap.
