			<content:encoded><![CDATA[<p>About 40 participants of the ECA2010 made on Friday afternoon a short trip to the World Health Organization (WHO). There they got a profound introduction into the archival environment of such an institution.</p>
<p>A highlight of the visit was the view from the terrace on the 8th floor, with a great view all over Geneva and with better weather also to the alps.</p>

<p>Richard Blake&#8217;s  intervention tackles with the importance of having good software as a prerequisite for good records management. However, even if the software is a good application, it may not ensure records management if bad configured.</p>
<p>Some ISO standards already deal with this issue, namely ISO 15489 (records management) and ISO 23081 (metadata for records), as well as various national and jurisdictional software requirements. Confusion emerges from the proliferation of standards and the need for harmonization. Intrinsically related to that need, two questions arise: why do we need harmonized requirements for electronic records management, and how to use them ?</p>
<p>A project team was convened in 2006 to deliver appropriate products for the ICA Conference in Kuala Lumpur in 2008. The outcome was a 3-module text entitled “Principles and functional requirements for records in electronic office environment”, or ICA-Req. ICA-Req is not meant to be just another standard. It focuses on key requirements. Therefore, ICA-Req differs from Moreq 2 which can be considered very technocratic and detailed specification.</p>
<p>According to Richard, the key recordkeeping functionality are: creating records in context; managing and maintaining records; supporting import, export and interoperability; and retaining and disposing of records. Additionally, Richard speaks about some key elements about compliant systems and business systems.</p>
<p>The publishing of ICA-Req has to be apprehended as the first step and not the conclusion of that project. Indeed, an international team (The International Records Management Trust, Australia, New Zealand, the UK, the US, China, Uruguay, Malaysia, Kenya, the Netherlands and South Africa) is now working on implementation guidance and training material for ICA-Req. The implementation guidance focuses on :</p>
<ul>
<li>advocacy material to explain the relevance and utility of ICA-Req &#8211; importance of managing records to ensure good governance and business efficiency ;</li>
</ul>
<ul>
<li>e-readiness assessment tool for organizations that are willing to adopt electronic recordkeeping technology ;</li>
</ul>
<ul>
<li>case studies of electronic records management and pilots of ICA-Req implementations ;</li>
</ul>
<ul>
<li>scenario-based implementation versions of ICA-Req Module 3 ;</li>
</ul>
<ul>
<li>detailed implementation guidance for ICA-Req Module 3 ;</li>
</ul>
<ul>
<li>summary implementation guidance on particular implementation issues and more detailed guidance on implementation issues discussed in Module 1 ;</li>
</ul>
<ul>
<li>mapping of ICA-Req to MoReq, TNA and US DoD specifications.</li>
</ul>
<p>Training material focuses on :</p>
<ul>
<li>For ICA-Req Module 2, the audience will be records professionals. Training material covers the assessment of commercial off the shelf software products, configuration and implementation issues ;</li>
</ul>
<ul>
<li>For ICA-Req Module 3, two training courses will be developed. One will be for records professionals explaining business systems, advocacy, how to speak ICT language and implementation issues. The other course will be for ICT professionals and will explain records, archives and records concepts and language and how to implement Module 3.</li>
</ul>
<ul>
<li>An e-Records Training Portal on the ICA website.</li>
</ul>
<p>This new approach does not only aim to inform about key requirements for records management in an electronic environment, but also to ensure their dissemination and appropriation by in-need professionals.</p>

<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px">J. Nuorteva: I‘m a member of the scientific committee. I already participated in the 7th conference in Poland. Andreas Kellerhals volunteered there to host the next conference and asked me to participate in it.</span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px">Im more coming from the sciences than from the archives and I have good connections to the scientific world and their funding committees. I‘m convinced that we should cooperate more between the sciences and archivists. The scientific world has a lot of resources and know how that could be very interesting for a conference like this. Of course the archivists have a lot of know how too, they can contribute a lot to the data sciences. So they can learn a lot from each other. We should also share our resources. If somebody has already a solution for a given problem, you don‘t want to invent it again. And especially when we talk about matters close to IT like e.g. repositories we should really cooperate!</span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px"> </span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px"><strong>Jürg: Do you think, that scientists are really interested in a long term archival of their work?</strong></span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px"> </span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px">J. Nuorteva: Indeed they are! Especially the empirical data must be stored to validate future work. In empirical science and medicine they believe that their conclusions are very quickly outdated. But if you want to go back and validate a work, you to see the empirical data. In the past this date was stored in physical form like descriptions, lab dairies, samples etc. Now with the passage to electronic storage there is more and more a call for a repository for raw data. Also the concept of lifecycle is becoming very important. When you start to collect your data, you must also start to think about the lifecycle of the data. Scientists need standards, a common architecture to guarantee that also teams from abroad can use these files. With that kind of cooperation science can realise things like the human genome project, which was realised in cooperation with different laboratories. </span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px"><br />

<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px"><strong>Jürg: So how are they going to store all this data?</strong></span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px">J. Nuorteva: It is here where a cooperation with archives become interesting. Archivists have a long experience in storing. But also the sciences come with good own ideas. E.g. the OAI was invented by the scientific community.</span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px">I can give you the example of Finnland, where we already combined archives and scientific computing. We have one of the biggest supercomputer centres in Europe. It collects both scientific and archival data. We get big benefits from collaborating with the research community.</span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px">Data for scientific use has always to be sampled. You have metadata models, you have to decide how you want to use the data. The scientific community is happy that they can use archivists procedures to treat their digital information (organising, indexing etc.).</span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px"> </span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px">In Science we are publishing more and more only digitally. They have to be able to interlink data with publications. They have a new requirements for the usage of data.<br />
In traditional archives, when we think for who we are storing data, we think most of the time of a (prototyped) citizen. Often the usage of data is mainly for genealogist purpose. But we should think more about the future use of inter- linkable data, of what you can do if you can consult archives without to displace yourself, when you can just click and see the document in its context. I am already curious how historians will discuss this matter on their world congress this August.</span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px"> </span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px"><strong>Jürg: So also the humanitarian sciences can benefit a lot from this transfer to the digital?</strong></span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px">J. Nuorteva: History is mostly written in a national perspective, using national sources. When we look at Europeana, it contains at the moment only 4.6 M objects. Almost half of them are from France. That is not much! When you look at countries like Sweden they digitise 70 M items per year. But because that access in Sweden is for the moment not for free, they are not willing to make it accessible on Europeana without getting paid for it.<br />
So who is using Europeana for the moment? Not many! It should represent the culture of the diversity of the whole Europe. People don‘t start their search queries in Europeana. They start their searches with google and google does not often lead them there. Does a thing like Europeana then really reflect the search practices of the people? </span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px">Nobody is using Europena only because he is an European. People use always the easiest way first. If Europeana really wants to „compete“ with google it has to improve. We need to find things that are really European. I can think of a thing like heraldy for an exemple. All European cities or villages and many families have their own coat of arms. In  many countries they are already digitised. So this could be a possibility for Europeana to move into such topic, creating a standardised database of it and therefore beginnig to offer a unique, really European content.</span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px"><strong> </strong></span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px"><strong>Jürg: Thank you for this very interesting insight in those challenges. Getting back to the topic 1 of the first day, the Archival. In your opinion, on what should Young Professionals focus in their education. What kind of skills are needed in the future?</strong></span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px">J. Nuorteva: What we are lacking is a truly European market. Cooperation on this level is still rare in European archives.</span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px">Moreover I see intellectually no difference between young and old people. There are many things that YP can do better. E.g. in Sweden the decided that everyone working on new strategy should be below 33 of age. That is wise, because young people only look forward, older every time also back. </span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px">It was a good idea, to integrate the YP in the preparation of this conference. Also for the call of paper we asked for their advice of the great themes. And we never regretted this step because we got really good and useful feedack from them. </span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px">We must also learn to give YP possibilities in an earlier stage. Archives are very hierarchical and conservative institutions. You normally do not rise because of your skill, but because of your age or experience. If you have a brilliant skill and you are young you are lacking the demanded experience. If the archives really want to proceed faster than we are doing now, we should give more opportunities to YP at earlier stage. In science they are already more often to this idea. </span></p>
<p style="margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Helvetica"><span style="letter-spacing: 0.0px">When you are willing to have a position you have to compete and the one with the best skills should get it. When you look at the very fast changing surrounding environment and the use of IT, many YP have an advantage over their more experienced colleagues because they use IT in a more natural way.</span></p>

		<description><![CDATA[Wednesday evening, the beautiful rooms of the Société de Lecture in the old town of Geneva were transformed into a meeting place for all Young Professional participating on the ECA2010.
Fully sponsored by the Swiss National Archives, the event was organized by three local students of the Information&#38; Documentation Sciences, Geneva.
An enrichment for the event was not only the generous buffet, but also a groovy background music and an exhibition of photos from local photographers. Another highlight was Mr. Andreas Kellerhals’ motivating speech where he mentioned once more the importance of the younger generation for the surviving of the international archives.
Although, there were expected more participants, it was exactly this familiar atmosphere that permitted everyone to know and talk to his colleagues from all around the world.
Appetizers were tasted, experiences were exchanged… the network of Young Professionals grew step by step.

<p style="margin-bottom: 0cm;text-align: justify"><span lang="en-US">Thanks to a group of active students, an international mentoring programme is being developed in the framework of the ECA. After a difficult start, the programme is becoming popular among the participants of the conference. It will enable students or young professionals in Switzerland and other countries taking the opportunity of this international conference to find a mentor or a “coach” who will help them to discover professional life and get more confidence. </span></p>
<p style="margin-bottom: 0cm;text-align: justify"><span lang="en-US">Daniel Oliveira, one of our FR, also took the opportunity to find his mentor: David Kepley, from NARA, whose session Daniel reported about, kindly accepted to mentor him. Gary Brennan (UK) and Christine Martinez have also met and are now mentee and mentor!</span></p>
<p style="margin-bottom: 0cm;text-align: justify"><span lang="en-US">The mentoring programme team hope that other experienced professionals will volunteer to be mentors. </span></p>

			<content:encoded><![CDATA[<p>At the beginning of the session, Marc Fresko made a distinction between the past and the future of Moreq 2. About the past, Jef Schram from the European Commission wrote “<a href="http://www.dlmforum.eu/index.php?option=com_jotloader&amp;section=files&amp;task=download&amp;cid=2_e8b4447991bbc46bdf47b4e098eab651&amp;Itemid=110&amp;lang=en">Moreq 2: development of a European standard</a>” in which the author describes the history of Moreq, DLM Forum and the European Commission, and Moreq Governance. <a href="http://www.dlmforum.eu/index.php">DLM Forum website</a> is also a rich source of information about the topic.</p>
<p>But before moving to the future, Marc Fresko emphasized some ideas that must be highlighted. First, Marc made clear that Moreq 2 is a specification for the management of live records, not archival materials. Moreover, Marc stated that for the management of records there are, at least, 25 specifications in the world. However, only Moreq 2 and the ICA Principles and Functional Requirements for Records in Electronic Office Environments have a wider scope (international and cross-domain). ICA’s specification and Moreq 2 are both similar in many ways, although the latter is a de facto standard, is more detailed than the ICA specification, and has been tested. Moreq 2 is supported by a Governance Framework that includes a website, MGB (Moreq Governance Board), a testing programme, brand protection, roadmap, maintenance, translations and quality of chapter zero.</p>
<p>John de Garde, Mr. “Super Moreq”, pointed to the future by showing Moreq’s roadmap. The next generation of Moreq family is Moreq 2010. The idea is to make Moreq more modular, scalable, and flexible. In 2012, Moreq should be able to be applied at a disciplinary level, turning into more “customisable” to specific industry solutions.</p>

<p>Moreq 2010 Work Programme is very consultative. Consultation will include the DLM Community and special interest groups and is divided in two phases: conceptual collaboration from May/June 2010 that consists of gathering ideas that may be incorporated into the standard, and requirement collaboration in September 2010 that refers to the document itself and feedback from people. Furthermore, it is important to match Moreq 2 with two internationally recognized specifications for records, US DoD 5015.2 Electronic Records Management Software Applications Design Criteria Standard and ICA Principles and Functional Requirements for Records in Electronic Office Environments, as well as industry standards (hospital, e-mail archive, etc.). So, how to start? The keyword is collaboration. It could be useful for the DLM Forum and the ICA to examine possible collaboration on standards development for the management of electronic records.</p>
<p><a href="http://www.dlmforum.eu/index.php?option=com_content&amp;view=category&amp;layout=blog&amp;id=16&amp;Itemid=3&amp;lang=en">The next DLM Forum and AGM meeting will take place at Madrid between the 25<sup>th</sup> and 26<sup>th</sup> of May, 2010</a>. Those interested are invited to participate in Moreq 2 as a special group, or in the future through the collaboration in sub-committees, working parties, projects, and a roadmap.</p>
