Opening of the Congress
Under the CAM VIII, Montevideo (Uruguay) offers its structures to permit the event under the proposed: “Files, Rights and new technologies TOWARD THE ELECTRONIC GOVERNMENT” its organization is carried out by the Uruguayan Association of Archivologist (UAA) together with the National General File (NGF). Because of its relevance the event significance was recognized of national interest.
In the first part of the afternoon, began the formalities with the accreditations to be held at the Hotel Holiday Inn, from 14 to 18 hours, there credited about 600 people, exceeding expectations of the event.
The opening of the Congress took place in the Solis Theater (designed by Italian architect Carlo Zucchi). There was the place in which the Minister of Education and Culture, Eng Mary Simon, the Principal of the Republic University, Dr. Rodrigo Arocena; The Director of Culture – IMM, Mr. Mauricio Rosenkof; The Director of the National General File , PHD. Alicia Casas; and the President of the UAA and General Coordinator of the VIII CAM, Arch. Mireya Callejas expressed their words.
The speeches focused on the relationship between the Files, Democracy, e-governments and Memory (from the perspective of defending Human Rights).
The first speaker was the Principal of the University of the Republic, Dr. Rodrigo Arocena, his speech focused on the need and stimulation of archivists, to build a “strong and stable” construction of memory and democracy, from the resignification of the archivist’s works. Also, Dr. Rodrigo Arocena discussed the archivist possibilites with new technologies, and how to deal with documents in e-government.
In the other hand, the Minister of Education and Culture, focused her speech, on the indispensable of the archivolgy professionals education to preserve the memory, through the development of policies to conserve, preserve, disseminate and make accessible records, “with the intent of the citizen development, from a cultural perspective”. The remaining speakers reinforced the concepts to emphasize on the importance of a new vision in the development of Archivology Science, in regard to adaptation to new technologies (electronic documents), the e-government, and treatment from a conservation perspective to the access of documentation.
The main character of this first day of action in the Congress was the Dr.´s Antonia Heredia Herrera intervention. Her speech aroused emotion in the participants. They probably wanted to honor with her presence her brilliant career; recognize and appreciate their theoretical contributions to the Archivist Science.
Dra. Antonia Heredia Herrera directed her dissertation to highlight the importance of proper use of terminology and conceptualization. She remarked key concepts as: Producer vs. Creator. Likewise, she questioned the progress of the “Document Manager” over the Archivologist and encouraged to “dispute” the space of primary production of the document, as immediate value; to do this, she put under discussion the ISO 15489 norm and the MORE norm, because of its structures.
Later, she examined the relationship between documentary patrimony and national development and its sustainability, in order to make the files accessible to citizens. She also analyzed various definitions of Documents, where she questioned the way the object (Documents) is been observed in general.
Remarcó la impronta que tiene el uso de las Normas internacionales (ISADG, ISAAR CPF, ISAF y ISIAH. Así mismo, reivindicó los desarrollos nacionales como NEDA o NOBRADE. She stressed the stamp that the use of International Standards (ISADG, ISAAR CPF, ISAF and ISIAH) has. Likewise, she claimed national developments such as NEDA or NOBRADE.
As a final act of the day, awards were given to personalities that shaped with their theoretical contributions the history of the discipline, among them were: the son of Aurelio Tanodi, Vicenta Cortes Alonso, Antonia Heredia Herrera and Manuel Vázquez. The history of each, were read and then, there were words of gratitude to the honorees.
The event ended with a concert by the Chamber Orchestra SEDRA.
